Dear Mr. Hallifax,

Canton, 14th. October, 1912.

I am sorry to hear that Chau Lo ( ) who on his way to Pekin, has been airing his private opinion about the Chinese banknotes, in Hongkong: and, as a result,many Hongkong merchants who had been listening to him have given credit to what he had said and caused to be published in the Hongkong papers.

The truth about this Chau Lo is that he was a director of the Canton Mint, but is now out of office. He does not know much about financial affairs, and he is now being sent away from Canton.

It would be an act of kindness and a great favour to us Chinese, if you were to speak to all the leading merchants and contradict what this Chau Lo had been saying, by giving them the true state of affairs: Chau Lo has no authority from this Government for saying what he had said. He was silly enough to give his worthless opinion to the native newspaper reporters and they taking him seriously, had it inserted in their papers.
